Overview

The HR & Culture Manager at OXYGEN Group APAC plays a vital role in shaping, sustaining, and evolving the agency’s most valuable asset — its people. This role is responsible for managing human resources functions while cultivating a strong, values-driven company culture that attracts, retains, and empowers talent.

The ideal candidate is both a strategic thinker and hands-on executor, passionate about people development, employee experience, and building a creative, high-performance environment that aligns with OXYGEN’s mission and DNA.

Key Responsibilities

Talent Acquisition & Onboarding

  • Lead end-to-end recruitment processes: job posting, screening, interviewing, and hiring.
  • Collaborate with department leads to define roles, competencies, and scorecards.
  • Manage onboarding plans, welcome kits, and cultural orientation for new hires.

People Operations & Compliance

  • Maintain accurate employee records, contracts, policies, and handbooks.
  • Administer HR systems including time tracking, leave management, and payroll support.
  • Ensure compliance with labor laws, insurance, and government filings.

Performance Management & Learning

  • Coordinate bi-annual performance reviews and feedback sessions.
  • Develop tools, templates, and coaching support for career development.
  • Identify and organize internal and external learning opportunities.

Culture Development & Engagement

  • Lead company rituals, internal events, and employee engagement programs.
  • Measure and improve employee satisfaction, feedback loops, and team morale.
  • Foster a culture of openness, inclusivity, and innovation.

HR Strategy & Leadership Support

  • Support CEO and department heads on organization structure and workforce planning.
  • Provide insights on people-related issues: turnover, retention, team growth.
  • Contribute to the design of HR policies, growth paths, and leadership development.

Qualifications & Experience

  • 4–6 years of HR experience, ideally in a creative, media, or agency environment.
  • Solid understanding of HR best practices, Cambodian labor law, and employee experience.
  • Strong interpersonal, communication, and coaching skills.
  • Familiarity with HR tools, systems, and documentation platforms.
